They tell you that they have accidentally overpaid
Some cheats send a mail to tell you that they have accidentally credited more dollars than the cost of the item, and ask you to return the excess by mail. These people are usually con artists who actually haven’t credited your account at all and if you pay the change they run away with it.
They have horrible language skills
Not all people in this country are native speakers of English. But there’s only so much mistake a local person can make. If you find unusual spellings for simple words and queer grammar or sentence format, then you are dealing with a con artist living in another country.
They are too polite
You are lulled into believing that they are very, very polite buyers, when in truth they are cheats. A few foreigners tend to be more polite, however not all of them are cheats. You have to suspect only if someone is not willing to meet you in person to procure their purchase.
They hassle you
When con artists lose a deal, they try to hassle you and create unnecessary trouble. They do not go away easily with an ‘It’s okay.’ So be careful.

As he grew his network by supporting Spammers, he then moved his small time office to a telecom building in DownTown Los Angeles, 530 W. 6th St. Suite 504, Los Angeles, CA 90014.
OC3Networks (http://www.OC3Networks.com), Ilan Mishan started bringing in more and more spammers to his network.
As this array of spammers came on board and his bills piled up, he stopped paying his dues and started promoting himself BIG by his associate, Chris Gotzmann / Alex Ferrier in different forums (http://www.Webhostingtalk.com).
Due to excessive support of spammers and sending spam himself, he was shut down by his upstream providers. After being down for many days, he restructured OC3Networks with porn (Adult companies) hosting and brought on many dirty player friends of his like Chris Gotzmann, Michael Sanduval and George Becerra.
A couple of FTC lawsuits and more porn industry favorites now being hosted with Ilan Mishan, he started PacificRack (http://www.PacificRack.com) who specializes in selling the CHEAPEST possible dedicated servers in the industry and storing them in the hottest data center environment. As we have been one of their many victims.
With the help of his associates, he has been flooding many forum like WebHostingTalk (http://www.WebHostingTalk.com) and GFY (http://www.GoFuckYourself.com) with false positive reviews that makes PacificRack and OC3Networks look like a legitimate company. Contrary to forum rules and regulations, he has had his employees/partners, (i.e. Chris Gotzmann, Michael Sanduval and George Becerra) speak very highly of customer service provided by them.
